MPT Visits Uruguayan University (September 2007)
As a response to an invitation by Universidad de la Republica,
Sami Rasouli visited the Uruguayan University from Sept. 1st
to 14th, 2007 representing MPT.
AGREEMENT between THE UNIVERSIDAD
DE LA REPUBLICA, URUGUAY and MUSLIM PACEMAKERS TEAM, IRAQ
The
Universidad de la República, from now on UdelaR, represented
by its President, Dr. Rodrigo Arocena, and the organization
Muslims Peacemaker Teams, from now on MPT, represented by its
President, Mr. Sami Rasouli CONSIDERING
I. The convenience
of establishing and developing cooperative relations that promote
all cultural endeavors,
II. That in accordance with the Organic
Law of UdelaR, it is up to this institution to support higher
education in all academic areas, as well as the development
and outreach of same; to protect and enable scientific and
technological research as well as artistic activities; and
contribute to the study of such problems of general interest
that will aid public understanding of said problems,
III. That
in view of the fact that MPT is a non-governmental organization
whose mission is that of promoting peace among the Iraqi peoples,
with the goal of furthering education and the formation of
human resources as a way of defending peace among all the social
areas and groups of which the Iraqi community is composed,
IV. The Resolution Number 10 of the Central Directive Council,
dated July 31, 2007, which makes it possible for Iraqi students
to carry out their university studies at the Universidad de
la República,
V. That both parties aspire to work efficiently
to meet their goals through cooperative measures,
WE AGREE
to establish an agreement to be governed by the following clauses:
ONE: The goal of this agreement, in general, is to provide
an institutional framework which allow Iraqi students to carry
out some or all of their university studies at the Universidad
de la República.
TWO: In order to fulfill the goals of this
agreement, the MPT commits itself to:
a) Advertise among young
Iraqis the possibility of carrying out their university studies
at the Universidad de la República,
b) Select the students
who are eligible for this program, in accordance with criteria
established with the Universidad de la República,
c) Contact
Iraqi universities in order to inform them of the opportunity
for their students to complete their degrees at the Universidad
de la República,
d) Select—in conjunction with the Iraqi university
in question—the students who will benefit from this agreement,
e) Inform those young beneficiaries of the conditions offered
to them by the Universidad de la República and all other information
that may be pertinent to the establishment of all that will
make it possible for said students to be successful during
their stay in Uruguay,
f) Support the chosen students in securing
all legal documentation (notarized certificates of study, travel
permits, etc.) necessary for travel to Uruguay,
g) Support,
insofar as it is able, travel costs and paperwork needed in
such cases,
h) Encourage, among the selected students, proficiency
in the Spanish language prior to their travel to Uruguay.
THREE: In order to fulfill the goals of this agreement, the UdelaR
commits itself to:
a) Facilitate, insofar as it is able, visas
for the selected students,
b) Consider those students selected
in the context of this accord to be regular university students,
with the same rights and benefits of local students,
FOUR: All travel costs, as well as living costs and costs of learning
Spanish, are the responsibility of the students benefiting
from this accord.
FIVE: All those persons connected with this
accord will submit themselves to the rules and regulations
in effect at the university where they carry out their activities.
The selection of persons benefiting from this agreement, in
cases in which they are not university students, will be carried
out by the MPT, taking into account young people with high
school degrees and a high grade average.
In the case of university
students, the selection of those persons benefiting from this
agreement will be done in accordance with the rules and regulations
of their universities of origin, without prejudice of acceptance
by the UdelaR.
In all cases, the selection of candidates benefiting
from this agreement must be representative of the cultural
diversity of the Iraqi people.
SIX: Both parties, in common
accord, will be able to call on the participation of third
parties to aid in the financing, execution, coordination, and
follow-up or evaluation of all programs and projects related
to this agreement.
SEVEN: In order to control the proper functioning
of this agreement, both parties will name a commission made
up of one representative from UdelaR and one from MPT.
EIGHT: This agreement will remain in effect for three years, beginning
from the date the legal representatives of both parties sign
said agreement. Its renovation will be subject to the evaluation
of its workability according to the goals stipulated by this
agreement. In the same way, this agreement may be terminated
by either party at any time, with a waiting period of not less
than sixty days. Communication of termination must be made
in writing and legally established. Said termination will not
affect programs or projects currently in effect.
NINE: All
differences resulting from interpretation or application of
this agreement will be handled through direct negotiation.
Either party may propose a modification to the other at any
time.
TEN: Once signed, this agreement will be in effect, and
four copies (two in Spanish and two in English) will be given
to each party. Both texts must be authenticated as identical.
